Cold Touch is one of the attacks used by Diablo in the Chaos Sanctuary. Diablo's hand glows blue, and the player is slowed down when the attack hits. The attack deals both magic and cold damage.
The Vampire class of enemies, except The Banished, uses a type of Cold Touch that deals only cold damage when a player gets too close to them.
