Locran is a villager.
c. 1336, Captain Cireska of the Crusaders overheard him praying in Zarbinzet. She accused him of praying to the Triune, but he claimed it was a prayer to the Light. He was spared in part due to the intervention of the Wanderer, but the Wanderer overheard him reciting part of Rathma's Prophecy. Locran claimed it was something his mother used to say; that it brought his family hope before she died. He suggested the Wanderer join him and his family in a house on the edge of Zarbinzet, where they might discuss matters further.[1]

Locran appeared as an NPC in Diablo IV in Season of the Infernal Hordes. He was present at the start of the quest "Of Lambs and Wolves."
In the Diablo IV: Lord of Hatred quest "Of Wolves and Lambs", a map in Istel's house marks all the locations that the Wanderer visited during their hunt for Lilith and Mephisto. She wrote "Wish Locran still did this" in a corner, suggesting that Locran watched the Wanderer closely in service to the Mother's Faithful rather than the Triune.
